No, what he means is that last year, as long as you had a barcode and there were tickets left to win you would be an instant winner.
This year, even if you have a barcode you may not win. He was basically saying that only selected barcodes and at a certain time can win this time around.

Not sure but this year they might have applied a draw system where only selected barcodes can win. A bit different than last year.
