If the government is worried about tax evaders why don't they just require an TFN? which I'd be happy to supply.
I don't have a business therefore have no need for an ABN or desire to go through the hassle for applying for one.

Secondly, if they paid you like an employee it would invoke Industrial Relations laws, meaning they would have to pay you super and provide all the other award conditions.
They might want to sign you as sub-contractor rather than employee.

If you are legally required to pay x% of any income as taxation, then you are legally required to pay it, to avoid criminal prosecution from not paying it.
If you are not legally required to pay it, then you don't have to pay it.
It's really that simple. Find out if you are legally required to pay it or not. If you are, then you have to pay it or you're breaking the law. If the laws are confusing (e.g. if one rule suggests tax free and another rule suggest 30% tax), then you should probably contact an accountant to get a professional opinion.
Erm… you can get the Abn online, think you even get it as soon as you register or day after. They need you to go on an Abn as they pay way less than what they would have to if you were an employee.

I've done it though them, and can't quite remember their terms specifically, but most companies will accept a 'Statement by Supplier' instead of an ABN.
