As part of the 30th Anniversary Celebrations for Ubisoft. Next free game confirmed at Game Skinny is Far Cry 3 Blood Dragon.
Haven't played this one yet so keen to find out what others think of it. Played the first one back in the day but not the sequels.
It is a standalone game and does not require Far Cry 3.
As per jimboaus comment below starts November 9th and Kotaku mentions this as well. Minus for me but plus that it is even sooner!

A game of this quality for FREE! Wow! Well worth a look for anyone remotely interesting in FPS games.
It's not a great game in my opinion, I usually love 80s nostalgia and I reckon they could've really smashed it.. but I feel most people who get this will play it once and only see it when they next sign on to ubisoft.
Blood Dragon was great fun. Not as much depth as FC3 but still had a blast. The dialogues are awesome.

steam will auto-start uplay and you play it via uplay
It's for UPlay. Just login to UPlay then at the top click UBI30 and you can grab it.
That's ok, just like to have it in the steam library list. I know I can add external apps to the list but it doesnt feel the same.
I played through all of Far Cry 3 & 4,and really enjoyed them, but I bounced completely off blood dragon,which is odd as I'm a child of the 80s as well.
I think it was the removal (?) of the upgrade loot to your kit.

xbox 360 games are free forever, xbox one games are tied to having your Live account current.
Having trouble login in , even after password reset, keep getting those I'm not a robot picture test and repeat login screens. Using Android chrome. Sure got same using PC chrome previously so gave up trying to login, but would like to get blood dragon.

Wasn't a fan of FC3, absolutely loved Blood Dragon (and Escape from NY/LA)
Should I play FC3 First?
As far as I'm aware the games are completely unrelated (other than being built using the same engine) so you don't have to play FC3 first.
Play whichever you think looks most fun but they're both great IMHO.
