Hi, my contract with Vodafone is coming to an end, and I have been offered a sim only 12 month plan for 36 dollars, with 8gb of data. This is without international calls. Is this a good deal? Im happy with their data speeds, so the question is whether i could negotiate a better deal.

Data seems to get cheaper by the month, that's the downside of 12 month contract.
I managed to negotiate 10GB for $35 a month (including a $5 student discount). Try pointing them to this deal from Optus which gives 10GB for $40 a month - they're much more responsive to attempts to negotiate if you point them to someone else offering a better plan.
Also, if at first you don't succeed try calling again/asking the same question in livechat instead, I have had very mixed results.
I'm in the exact same boat as you, except I mangaed to get the same 10gb for $32 pmn and 2 months of unlim data, but on 12 month contract. I also used the student discount. Took me many attempts (call, negotiate, fail, hang up - Then repeat until success.

I'm getting the same for $45/month with no contract so if you're happy to stick around for 12 months then a saving of $9 per month seems reasonable. If you do decide to cancel the contract for whatever reason you have to pay the entire amount (remaining months x $36).
