I have a veranda (have roof) which have floor by concrete. Do I need to get building permit if I just change the floor from concrete to timber? Do you know application to a building permit is difficult or easy?

I mean wooden floor on the top of the concrete
depends what your local council area is like, but unlikely to need a permit to cover an existing concrete area with timber. In NSW you can build a small deck without a permit, as long as it meets certain requirements - look them up.
You won't need planning permission for that.
If you live in my area just do it… council rarely fines people.
Some dodgy contractor removed asbestus without any safety gear and just dumped it in a open truck trailer… Council said too much work to fine them.
My council have been found corrupt and administrators put in. I wish the admins were back, shit was good.

Do you mean put a wooden floor on top of the concrete, or to remove the concrete slab and replace it with wooden joists?
