Yes, but this doesn't provide a wifi signal, but rather allows your pc to connect to a wifi network. Most portable devices will have this built in anyway.
EDIT: Sorry my bad, it does actually create a wifi network when plugged into a computer with internet connection.

You need a pocket wifi, this one is a USB Wifi adapter for PC and Wifi repeater for home network.
