Rooting this particular model of phone is particularly difficult from some preliminary research I've made.
Getting into the app market is virtually impossible via the front door due to the pop ups and general instability of the phone. Therefore will need to find a way to bypass conventional means.
Is there a website that has the .apk or whatever the source files for Android Antivirus programs are called so that I can manually load and install some of these apps into my phone and remove the infection?
I remember there was a website similar a few years back that allowed you to manually load games and apps downloaded from a website onto the phone once 'developer mode'was enabled.

Doesn't delete the viruses. Tried twice already.
So the viruses are installed at the ROM level?
What phone is it?It's a clone S6. No SD card. Dodgy ROM too probably.
Can you access the bootloader/root?
Does the phone have some repository where you can install custom kernel/rom/mods ?Or is there a phone which does have those luxuries, and is closely related to this one?

It's against Google EULA to rip apk files for re-distribution from Play and hosting it on another website.
There are websites where you can download apk files and such but I don't recommend it. They can be sideloaded with malware too.
Try to find a ROM and flash it again. Remember Android is pretty similar to linux — the user, your apps and antivirus programs cannot touch system files if you have not rooted your device anyway.
Are there generic ROMs for generic devices or are they hardware/phone specific?

Well it's generally piracy. Mobile apps are easily one of the most pirated stuff on the internet.
A lot of paid-for games and GPS applications are often shared on warez forums where they are modded to allow unlimited use.

Piracy is also the reason why many games have abandoned 'Premium' and accepted the 'Freemium' model instead — you can play the game for free, but the whole thing is riddled with Micro-transactions.
FW upgrade/downgrade from manufacturer/distributor possible?
Maybe safe mode, if you can still reach it?

It takes me into the phone's diagnostic settings, which is all in Chinese. I was able to fumble my way through and it checks all of the hardware functions of the phone are working properly but not much else it appears. This phone doesn't appear to have a real safe mode.
Trying to factory reset and then install some anti virus .apk files if it doesn't go all haywire on me.
Update - was able to install Avast via side loading. During auto scanning it is detecting heaps of viruses and malware. It then asks to delete them which I confirm and it says "successfully uninstalled". Less than a minute later the same rogue file is back again…in an endless loop of detection, removal and re-emergence of the file.

You can't remove the malware without root but you could try disabling it if you can identify which system apps.Try king and Kingo root.
