You have to really like your TV to go for this one (pricey) . A simple explanation of what it does:
Upscales video to output 4k.
Improves the picture.
Pretty much does for the picture what an AVR does for sound. I pretty much think if you're going to spend heaps on sound you also need to get this sort of stuff.
The calibrator (and software):
makes your TV show the correct picture. Corrects colour etc.
You can pay someone to come and calibrate your TV (some better TV's allow this), but that's a one off procedure. Though you could pay for a lot of those for the price of this device.
Lots of models available. They have some that output 1080p picture for US$1599 (refers) or new from US$2199 right up to the US$7199 with loads of inputs and outputs.
I have the (similar) DVDO iScan Duo (which only does 1080p) with the same calibrator as included in this Radiance package and it took my Panasonic plasma (considered the best TV when I bought it) from pretty average looking (I thought) to a very realistic and much improved image. The calibration runs on a laptop connected between the processor and calibrator which hangs in front of the TV. It's very automatic - you don't need to be very technically minded to work it.
