If you just want the playback ability then it would be cheaper to wait for the Xiaomi Mi Box. It comes with a decent remote, supports HDMI 2.0 and HDR 10bit 4k 60fps.
However, the NUC can also be doubled as a file server, download box.
When's it being released?
Rumoured to be sometime in October.
Is it ready to go (for basic stuff) or do I need buy some thing else like other NUCs?
I think is ready but 32GB may not enough.
Is Windows preinstalled on the 32GB?
Yes and licensed

With Windows installed etc, this indeed is a good deal.
Would not go for a 3050 from what I've read.
great if you want a NUC but the dell laptop with n3710, 128GB ssd(Win10 preinstalled) and 4Gb RAM for $320 was a better deal.
Did that laptop drive Full HD?
Its screen size is 1366x768 but has a output of 1920x1080, only has a HDMI port
