that is correct, i got this from target a while ago for $35, typed in the key and downloaded it via steam, no need for the 7 discs

I wouldn't be 100% sure that's the case. When i bought doom recently it came with disc and code, but the code wouldn't work without the disc inserted for first verification. My new pc doesn't have a disc drive so i had to log into steam on my laptop, enter code while disc was inserted for verification, then log in on my new pc and was able to download then.
for me BO3 worked without the disc needed, could be diff game by game, also, Doom has Denuvo so possible more protection

Target Chirnside Park also have a stack of these for 35, wouldn't be surprised if most targets did it for the same price

Is it not possible to buy the DVD version just for the key inside the box? Once the key is added to Steam, it can be digital download.
