Vectr has launched today, and it's a completely free cross-platform Vector graphics editing tool, with online integration.

Super useful to have this sort of tool handy for that odd job!

So it's pretty much a web based vector drawing program. If you want something that's not just free but also open sourced, there's also Inkscape.
