The end result that won't cost me a lot is diy long timber mounted together

Lattice and a creeping vine like a passionfruit. The vine will grow through, weaving in and out and with leaves and fruits will bring privacy short of them eyeballing you through the cracks in it.
I want something low maintenance lol

A vine like that is pretty low maintenance, just needs water Im pretty sure. If you want lower maintenance still you could nail some green shade netting to it.
Which council do you reside in?
Is it being separately rented?
Does it have it's own letterbox?
Is it lowset?
I have a similar issue.. builder-neighbour put a granny-flat and two patios facing my house.
And also bamboo that grew to 12m within 2 years.. and this is my northern side.
Now he rents them out separately for huge dollars to a bunch of dogs.. and several pets too.
The granny flat he put no privacy features on.. patio right to my fence.. not a single shrubbery.
Some of his structures weren't to plans/boundary clearance (despite certifier signing off on them.. don't think certifier actually exists).
I tried to negotiate shared privacy screen to replace fence.
He wouldn't come to the table.. said his structures were all compliant.
So I went to the council, and he had to resubmit new plans and get code assessment/boundary relaxations etc.
They still weren't compliant.
So I repeated the above action.. costing him even more.
I'll be building a huge privacy screen for one area.. stca
I'll need it code-assessed.. I should get it cleared.
For the other area I plan to plant mock-orange.
This is a heavily fragrant 3m shrub that grows very quickly/bushy.
I like the smell.. allergy sufferes can be overwhelmed.
Maybe plant the toxic rhus tree, or two :)
Be-warned though, in some areas I think it's illegal to plant rhus.
(p.s above action isn't to piss off the 10ish tenants or 4 dogs I now have to suffer.. but rather to entice them off my boundary, and maybe get the owner to agree to some solution down the track..)
People are doing this everywhere if they have the land to do so, I don't care what you do, built a castle for all I care, but when you have 4 windows facing your backyard and this so called granny flat is a two story house , I get frustrated..
Now they claim they are selling the granny flat house,I had no idea the home owners now can split there land into two and sell
I don't like to be at war with the neighbors hence why I asked for any ideas

They live in a garage though I hardly hear or see and it's a garage , one or two small windows

I will be doing a layered wood privacy screen.
I was given some 2m long galvinized steel poles, hollow, to suit 90mm squared wood.
(they are actually parts meant for steel street-light poles)
I plan to have half a metre of them in concrete.
with 1.5m above ground to support (subject to approval) a 4.5m high post.. 4 of them.
I'll clad the other side, my side I'll have some merabu decking I got for free.
Crossbrace it.
May have to brace it to my house.
Will definitely need to get certifier/engineer to sign off on it.. because I want it right near the fence.
Council will probably object due to fire hazard or wind concerns.
You said plants are not an option.. so i guess sound is the main issue.
Unsure how high you need this or wide.. or if it's to be near the fence etc.
Perhaps take a photo of the area and specifications of height/width to a renovation/builder/property forum for advice.
