Because no one will pay for ads, they have to make it free.
The Courier-Mail in Brisbane did this for years but now their "weekend shopper" with free classifieds has become obsolete.

Desperation time for print media. I wonder if that 1/2 million reader exposure refers to the people who walk past the piles of newspapers.
The west Australian pretty much killed the quokka. After they took over, they started to give advertisers grief when advertising in certain sections.
After a couple of years, they started to try and get people back by relaxing their rules. By that time, gumtree took right off and they never got back on top. They were even as desperate as to call past advertisers to get them to come back (myself included!)
I kind of suspect they did the same with the newspaper and now the paper has gotten to pitiful that they need to get ads printed desperately.
