I am going to visit London for 3 months.
In order to pay less Xchange fees, should I:
1) get all GBPs I might need exchanged? if so, in Aus or UK? OR
2) use citibank plus visa card for cash-out/eftpos? OR
3) use Coles reloadable mastercard for cash-out/eftpos?

Similar to Australia - The ATMs owned by 'banks' tend to be fee-free. The ones owned privately, ie in pubs, hotel lobbies, etc tend to charge a fee. Of course, the fee is in addition to anything your bank might charge for an overseas withdrawal.
I'm living in London right now and can say that since Brexit happened, the value of the AUD has improved significantly, so great time to travel for you (as it was 1 GBP = 2 AUD prior to Brexit)
As for exchanging money its probably worth exchanging some money whilst in Oz and where possible, paying with your Citibank card whilst in London (most places accept card). There are ATMS which offer Free Cash Withdrawals all over London so that will make it quite convenient when you need cash out.
