Our washing machine springs, shock absorbers and bearing are now gone, and we are in need of a new washing machine that we will probably use once a week until end of the year.
Looking for cheap one that we could resell before moving overseas.

reason why I was looking at brand new cost is because we had a bad experience with second hand when the machine was 75% loaded it was making horrible sounds, due to shock absorbers being too old. to replace it costed us the price of the machine itself.

You could look into a laundry mat. Might work out cheaper
What about renting one? I know it's expensive but it is probably a practical solution considering your circumstances.
My stepfather bought my partner and I a 200 dollar wash machine from Aldi when we moved out. It's still going strong after 8 years.
could you just get a second handed and use it fir 6 months then resell, this may even cost less as the resell value could be the same as when you buy it.
