So the baseband chip in my wife's 5S has died and the only repair options are to either solder on a new chip or replace the whole board . I've done a ring around of local repair shops and of the 2 that answered their phone one said they wouldn't touch it and the other said $150-200. Anyone had a similar repair done? If so, what did it cost? Given it's a 64gb phone I'm willing to spend some money repairing it but for $200 I might take the risk and try to repair it myself.

I agree with perhaps looking to get a refurbished phone. If they are soldering on a new chip/replacing the whole board its very likely that the phone may still not work after the repair, as its quite hard to do. There is a reason why 2 out of 3 shops are not willing to do it.
$150-200 is too much to repair a 3-4 year old phone. something else might fail or broke after you invest so much to get it up and running. Local mobile repair shops will use aftermarket parts to fix it which carries 1-3 months warranty. for $200-250 you might be able to find a used or refurbished iphone 5S online.
