It appears you may be purchasing travel insurance for a domestic (Australia) trip. And you are correct that this plan does not provide cover for permanent disability.

Hi, I am about to go on a trekking trip to Mount Kailash (Tibet) which is at an altitude of 6600m. Was wondering if this would cover high altitude trek.

The Adventure Pack add-on provides cover for hiking, trekking or tramping, peaking at altitudes from 3,000 metres up to 6,000 metres, where specialist climbing equipment is not required. So as long as you are only going to 5800m, a comprehensive policy with the Adventure Pack will provide cover.

the cost of repatriation should you become too sick to continue to travel (whilst in worldwide destination)
helicopter rescue, for example if you are injured and need to air lifted, would this be covered as well?

Fast Covers policies provide cover if you injure yourself or become sick while overseas (including worldwide region) and require medical transfer or evacuation if you must be transported to the nearest hospital for emergency medical treatment overseas or be brought back to Australia with appropriate medical supervision.
This includes cover for helicopter rescue or other emergency transport as required.

Is this travel insurance for non-permanent residents of Australia as well?

*permanent residents and
*temporary residents of Australia on a 457 visa
If you are neither of these and having difficulty finding someone to provide you cover, you may wish to call 9998 7854 who may be able to provide you with cover.

You would be able to purchase travel insurance separately for yourself. But it is unlikely your girlfriend would be covered if she did based on the information you have provided.
Essentially, if a traveller qualifies to hold a medicare card, they are eligible, if she does not have a medicare card she would not be eligible.
She may be best to purchase travel insurance from a company from her home country.
