Currently on day freaking 9 without any tracking updates, stuck on "despatched to ATC" and displays as has left country of origin. It's been about three weeks total, they didn't even bloody ship the phone for a week. Seller is dreami. Just about ready to open a dispute.
3-5 weeks is pretty normal. The tracking updates are not very helpful.
Had a look at your comments and the phones listings you commented on clearly says on time delivery of 60 days (means if not delivered within this time you get a refund). unless you paid for express shipping then as said 3-5 weeks is normal, if youre so impatient that you'd open a dispute when it's on time delivery term isn't even half way through you should have paid for express post or purchased from somewhere in aus, sorry…

I have never bought a phone but bought many other things. Give it a least a month to 6 weeks to arrive.
It didn't take long, I bought 2 redmi note 3.
Both playing up within 2 weeks. Return process is painful.

Just had to return a Redmi 3 Pro and can confirm that the return process is terrible. The fact that they don't have their proper return address written on the package means that I had to pay $21 just to send it back. Also that phone was shit.
Update-it has been one month since ordering, the phone apparently landed in AU about a week and a half ago, with no further updates since. Absolutely ridiculous. I saw on another post somebody's aliexpress phone came within 1.5 weeks. Avoid this seller. (Dreami)
Not sure why you are upset that the phone hasn't arrived. The quoted time was 15-45 days, so it isn't even late yet if you only placed an order a month ago. Or did you pay for the DHL express shipping because you didn't want to wait 45 days?
It's coming from China - it's almost always slow with free postage. Most listings say "Estimated Delivery Time: 15-45 days (ships out within 7 business days)"
The slowest part is usually clearing China/HK and Australian customs.
