My dad's laptop is breaking and I want to buy him a new one. Literally all he needs is access to MS Word and Outlook, he doesn't know how to use technology… What's the cheapest laptop I can get him? Would need to be 14" I think.
I'm skeptical to buy second hand and would rather from a store/online.

If you prefer new, try the Lenovo as mentioned above and in Scotty's post, but make sure you buy him the 4GB RAM model as 2GB is too little.
I would say a refurbished laptop on eBay is best value.
Might pay to just watch what EOFY sales are coming this weekend.
