It appears a lot of the cheaper models only have NFC as "optional" and we don't seem to get it in Australia by default. It seems the only choice is to spend over $100 on a phone to have Android Pay and full 4g support in Australia.
Samsung Galaxy Core Prime on prepaid has both NFC and Band 28.
If you're using the Optus network the Optus website has a Sony Xperia M4 Aqua for $229.
The Nexus 5x (H791 model) is one of the cheaper (but not cheapest) phones that ticks both boxes.
