My brother was playing around with my laptop, trying to disable the driver signature enforcer or thats what he says.
Ive noticed that him playing around with my computer has left folders sitting on my desktop that werent there before 'Foxconn, Nvidia, Qualcomm','Google' 'Inventec' and 'Microsoft.
Ive tried restarting my computer as i read that should fix the problem but they are still there.
Any ideas about what I can do? I dont want to accidently delete the files and wreck my PC.

Why don't you ask you brother if you can delete those folders? Though I think it's safe to delete them - it sounds like he was downloading drivers, extracted to the desktop (hence the folders) and then he installed them and then forgot to clean up the stuff that was left behind.
What is your concern, precisely?
Windows often refuses to allow good drivers from companies that don't participate in their signing scheme.
well he says he only downloaded a phone rom and a program to extract the file and has no idea why they are there… i dont know, im more concerned it if i get rid of them what might happen because he has no idea what he did
system restored it. most of it folders and the stuff he downloaded disappeared not all though.

Might wanna set up some better security on it. He's installing and altering things on it, next minute he'll just stuff it completely and you'll have to start from scratch.
Check your Chrome/FF/IE downloads, that sounds like he's been downloading drivers, putting them in those folders.
