Does anyone know of a reasonable prepaid plan, which allows for global roaming (mainly to receive SMS codes from the bank, etc)?
I am looking at no more than $20 a month.

Sounds like quite a good option.
I found the best option for me when I relocated overseas was Amaysim's As You Go service. I'm just using my Australian phone to receive text messages and keep my Australian number active. Technically, it's a post-paid plan, but they only charge me for when I receive voice mail and if there's any usage. If usage is low (it usually is!), they wait until it goes over $10 or has been 3 months since the last bill. Total cost for the last 18 months - $9, almost all of which was for an inbound call when a work contact didn't know I was out of the country!
I found when setting this up that you need to activate the SIM and enable global roaming while the SIM card is in a phone in Australia - you can't activate it from overseas. I had already left the country at the point, so I had to get a family member to put the SIM in an old handset so it could activate properly.
