I beleive CBD is a highly potent cannabinoid, being effective and scientifically validated for its therapautic use. Yes THC is strong and effective (aghemm..), however THC-a is also strong and effective.
I suggest confirming what you are referring to as a useless oil. Is it just hemp oil like you might buy in the supermarket, without any significant amount of cannibinoids, or is it highly concentrated in CBD, CBD-a, THC or THC-a.
If it contained CBD in any appreciable quantity, then it would be Schedule 4 (Prescription Only Medicine).

It is legal here to import from another country. Buying it within Australia has certain regulations on the other hand
