I assume so. Specs are on the this website but it doesn't say. You would need to contact them to find out. Or just walk into Coles and ask to look at the box…
Are you going to use this phone? or just download apps?

There's some cheap and nasty shit that goes on sale at colesworth for like $20-30 like the Telstra tempo or Alcatel pixi 3 3.5. 3G only phones but sufficient for purpose,
Borrow someone's phone. Once you have it setup, you don't need the phone anymore as its stored in your Google wallet as a payment option. If think you could add your gmail in a guest account on the phone, link the sim, then delete your guest account. Haven't tried exactly this, but think it would work.
