Would like to get a data sim for mom's ipad but she uses it pretty infrequently while out, so is there something like a cheap 2GB 12 month expiration data plan?

Is public WIFI where she is not an option, when she's usually out?.
Don't think there's anything as low as 2GB that has at least a year's expiration.
