I mean can't they make the stand lower as in desk height or something? Seeing as the majority of computing guidlines recommend that the top of a monitor be eye level?
I can make a monitor taller by placing books under it, but I can't do the opposite and make it lower, right? Plus, doesn't making a tall stand require more materials and added costs to them?

Most people are buying the lousy mainstream ones they peddle at JB and Officeworks, they target domestic users with low end mainstream stuff.

BenQ uses the "HT" acronym to denote Height adjustable monitors. For example, if you saw a BenQ BL2700HT,
you'd know straight-away that this is a Business grade (BL) 27 inch (2700) and height adjustable (HT) monitor.
Monitor makers have to cut costs somewhere, and most consumers prefer them to focus on the panel at the expense of stand; just compare Dell UH vs Korean 1440 monitors which are great but almost universally have crappy stands. If it bothers you that much, get a vesa mount.

Very cheap monitors sometimes lack adjustable stands.
You can always get a super-adjustable monitor arm like this for around $50:
