Can you use a freight forwarder? I know they exist in CA though I couldn't point you to any with any experience personally.

Doubt it. They had this promotion in North America because Microsoft overestimated demand and had tonnes of unsold inventory they needed to get rid of. I think MS AU and local carriers had more realistic expectations and stocked accordingly.
Still won't purchase any Windows phone
That'd be pretty good if it did, but I doubt it.
