What is the easiest way to transfer contact list on Samsung S4 to Lg G4?

Link them in your google account on S4. So when you use same account on G4, contacts, calendars etc will be automatically transferred.

  how do you link a phone contact to google.
  i can see some of mine are phone stored, some google. i see nowhere that i can change the phone stored ones to google.
  i have tried to edit the contact and you an change everything except that. can you point me how to change it?

there is an app by lenovo called sync it

If you don't want to use cloud stuff you can back it up and restore it from the people/contact app

Search on Play Store for backup contacts? I see some free ones there that will backup to SD card.

Blietooth or export contacts to sim and import them when you put the sim into the other phone.
