Can anyone recommend me a smart watch for an elderly person. I am not interested in all the bells & whistles of a fitness watch. Just after a clock & call/alarm vibration notificatios via bluetooth from phone.

Bought a Ulefone uWear for my wife for about $35 delivered (last year).
It's incredibly basic, screen resolution is rubbish and there's not really any personalisation options. But I knew that going into the purchase and we really just wanted the same features as you.
Build quality and appearance is good (although the charging port cover is REALLY annoying) and it's not too bulky on the wrist.
Speakerphone is surprisingly good. Speaker is strong and clear, microphone is OK.Battery lasts ~2 days with minimal use (screen defaulting to off), Bluetooth drops connection frequently at anything more than about a metre.
Reading messages is an annoyance, but if all you want is notification of a message, so you can check your phone, then it could be an option.Apart from screen res, all the cheapies run the same MTK chip and OS with the same feature set as the Ulefone uWear, so you can probably expect similar (possibly slightly improved results) from all the Chinese options that fill the sub-$100 price bracket.
If that doesn't sound enticing, I'd seriously consider a Pebble. Widely regarded as the best smartwatch with the best combo of compatibility, features and battery life. The original Pebble can be had very cheap if you can stand the "looks", Pebble steel looks a bit more normal, but price jumps accordingly.
From there you jump up to Android Wear devices which gain features but at the expense of battery life.Thanks again. Will look into pebble. But honestly it's more of vibration notifications of the incoming calls and alarms that I was interested in. I'm sure there is something out there that is basic just for this purpose.

They're pretty much the 3 options unless you go for a more fitness focussed wearable. Garmin do a watch looking fitnes wearable that probably does this sort of thing..
You're looking at $200+ though unless you go a Chinese option or grab an Android Wear device on runout (maybe)Sony SmartWatch2, it alerts you to alarm/email/calls/sms/instant messages but doesn't have a speaker/mic for calls. It has an always on screen so it functions like a normal watch and it's touch screen with a familiar Android like interface. Battery life can be 2-5 days if you don't do much with it. Water resistant and has straight forward USB charging.
Fairly cheap now because it's obsolete, but it's functional for basics.

Cheap, battery lasts a long time and does what you want.
No screen though, it just vibrates.
