      Ruby on Rails is not available, applications such as Softaculous are available and you can install programs like WordPress, Joomla etc.

        Hi, sorry to ask dumb questions…but is it possible to design a website using, say Wix, (wix.com) and host it on your site, provided I have bought the domain for the site also? Or am I getting all confused. I am new at this!

          You can't design a website with WIX and use it elsewhere. WIX will only let you design and host with them. I would suggest using WordPress which comes with the hosting plan being offered here. WordPress is probably the easiest package you will find to build your site on cPanel Hosting and can be auto installed with minimal effort. If you need help We do offer web design services if required.
