That is still AUD$142 when compared to Amazon's US$70 or less for the physical disc!
I've bought Photoshop Elements 9, then 11, and most recently 14 and have had no issues (although I haven't installed 14 yet!).

You might be in violation of a term in their user agreement.
Legally, that could mean you do not hold a valid licence to use the software.
In theory, that means you would be no better than a person pirating on the Internet.
So, it really becomes a moral question. Adobe have made it clear they want $142+ for a valid licence in Australia.
You are technically able to buy a licence valid in other countries cheaper, or get a copy with no licence for free.
What I dont get is that if you buy the Amazon bundle with Photoshop, it costs US$99 AND seems legit for use in Australia.

Difference is this one is being sold by Amazon directly.
The link in your OP is being sold by The Gadgets Shop via Amazon. There are quite a few 3rd parties that sell via Amazon that don't ship/sell outside the USA.
I don't think you will violate any user agreement for activating non-server and non-cloud version of Adobe software.
