Xiaomi Pro Power Bank draining via USB-C and not charging device

Just received my Xiaomi Pro USB-C Powerbank purchased from this deal. https://www.ozbargain.com.au/node/237982

It looks like the device doesn't charge both ways using USB-C but only draws current TO the powerbank and drains the power from my phone (Nexus 6P).

Anyone else experiencing this?

I have the 16K bank and use a usb to type c adapter and it works with quick charge on my 6p

Did it make a difference if you turn off the 5X's option to be a powerbank, and have it just charge the device?
