Wanna spoil myself with a cosmolite 55cm, but realizing that the dimension of the luggage is slight over the requiremnt of cabin luggage by Cathy pacific and Qantas. The luggage is 55.0 x 40.0 x 20.0 cm, while requirement is 56cm + 36 cm + 23cm = 115cm, just wanna ask is it allowed by the check-in counter by airline, or they don't normally care, thx. Await travels who have clue or perhaps those who had traveled with they before with a cosmolite, many thx.

Never had an issue travelling with my samsonite firelite of these dimensions - including a number of both Cathay and Qantas flights over the past 3 months. You should be fine.
My understanding for Qantas is that it's just the dimensions that need to add up to less than 115cm (for international), in which case your proposed luggage conforms. I took the table on this page: http://www.qantas.com/travel/airlines/carry-on-baggage/globa… with dimensions to be just examples. I'm not 100% certain though.
I am with OP, always on the cautious side. Guess in reality its hard to do the business if the airlines get serious about the updated dimensions they update every so often.
Either way, even if the OP did get pulled up on occasion because the case was ever so slightly bigger - I'd assume that QF or CX would just send it through to be checked - very unlikely that an additional fee would be charged for that by these carriers.
In my experience you would be highly unlikely to have the dimensions checked. I travel overseas two or three times a year and have never had my hand luggage checked. You will be fine.
