What's a Disabled User? (Plz Explain)

so just out of interest, what's a disabled user, is it similar to the penalty box?

I saw a post that went up but says disableduser(numbers)

    It means the user has disabled his👴 or her👧 account.

    My account is regularly disabled coz i find myself in arguments that i dont necessarily start but like to finish ;)

    A user that has a disability, like writing in all CAPS, terrible grammar, excessive use of teen language (eg. u, lolz, b4) and just generally poorly written English.
