The phone works right out of the box. You don't need to download any ROMS. It may require an update — as easy as running the updating app on the phone. Not required to plug the phone into a PC either.
You will need to flash the stock rom back in as retailers like these flash spyware onto the phone hidden in apps like youtube, but yes they will run out of the box but wont be safe.
Why don't you open it, flash it, reset it, then put it back in the box?

The phone I would suggest the Samsung Galaxy A3 they are an excellent phone.
