Want to buy wife a new phone with good camera as she recently became a mum(me a dad of course). She can't take good photos with Nexus 4 as it has one of the crapiest cameras. Good battery life would be handy as well. Local warranty is important. I have looked at Lumia 640 from Optus/Dse but coming from a Nexus 640 could feel a bit laggy due to it's 1GB ram. Please advise me a good phone for the budget.

Lumia 640 won't feel buggy with 1GB of RAM, because Windows isn't nearly as RAM-hungry as Android.
Microsoft Store sell Lumia 640XL for $299, Camera and screen size good enough for everyday use,

I'm finding it a tough decision..
Oppo has 32Gb and is ~$50 cheaper ($299) at mobileciti until today, LG G3 has Band 28 4G (even though I can't use 4G on Telechoice, they may get access to it next year, or I may switch).
Get a chinese phone. The xiaomi mi4 or xiaomi redmi have decent cameras and the meizu mx4 has a 20 megapixel camera on the back and the lenovo k3 note I hear has a great camera too.

What do you think about Hwaei P8lite? On sale here for $288 https://www.mobileciti.com.au/huawei-p8lite-4g-lte-dual-sim-….I have not experienced any lag on the Lumia 640 I have used, regardless of memory size. I would recommend it. Was on this site recently at $99, which is an absolute steal.
If iPhones are in consideration, I would look at a 5C, currently less than $300 from brandsalescorp on eBay. I am not a big iPhone fan but my sister has one and she loves it. A bit plasticky for an iPhone but a decent case can fix that. Battery life is not great for a heavy user, however.
In that price range, if I was shopping for a phone, I would set aside the local backup thing and get a Wileyfox Swift from the UK. Runs on Cyanogenmod with 4G, dual SIMs, microSD slot. Universally excellent reviews, and a mate in England who is a long-time iPhone fanboy got one and raves about it. Just been named as Forbes magazine mobile phone of 2015.
If local backup is still important, I would consider a Oneplus X. A touch over $300 from some local sellers, but sniff around for New Year's deal.
Slightly above budget but samsung galaxy s5 is 397 at officeworks and good guys. I paid 588 for it in october…
