They've quite literally been running Shadow of Mordor bundles all year. For most of the year it was $20, but even as far back as August they had it for $15.
So basically, no, it's not an amazing deal, but t's still a decent deal given it includes so much DLC. However it has been cheaper at other times from other places. Might be worth waiting for Steam sales given they have they have the bundle so often.

However I'd like to add that the base-game alone is worth more than USD$15, and this includes the Season Pass.
I struggled to get into it on first attempt, my second attempt I sat down and played it for about 2 hours to really get the hang of the gameplay. From then on I was obsessed with the game until I completed it. It was loads of fun.If you like Assassins Creed games, buy this game.
If not, avoid this game like the plague.
For me it was different to Assassins Creed games. I'm not a big fan of those (except for the ship combat of ACIV), but I quite liked Shadow of Mordor. The combat is similar (although a bit more involved & skillful in Shadow of Mordor), but the rest of the games are very different. If the gameplay is at least of some interest to you I think it's worth trying Shadow of Mordor for the Nemesis System alone. I don't think any other game has given randomly generated enemies such personality (at least, from the player's perspective) before.
