Apple is probably one of the last ones making the basic building block (programming language compilers) of their platform open source. Many are open standards with open source implementations. Many single-vendor languages were open sourced right from the beginning (Golang, Rust?) and even Microsoft has open sourced the core of .NET.
As for Swift, there is basically no motivation to learn that other than front-end development on Apple's platform.
