Yep. They sure can. I have this chair at work and I love it. I weigh in at 130kg and yet it is always comfortable - unlike some other more expensive ones that I have had. I have had this chair for 3 months.

Any headrests compatible with this chair?
I am not aware of any as there is nowhere to mount one.

This is a great chair, I bought two around 6 months ago and they are so comfortable. My wife loves her and i sit in mine atleast 8 hours a day working. As R3 said they can have no arms on them if you wish.

How does the quality of this compare to Officeworks chairs in the same price bracket? So sick of crappy disposable chairs, but can't afford a Herman Miller at the moment.
