So to answer my own question I found the time to go into a store (Southland).
It turns out not only do they no longer do the $10 off, they don’t do pre-orders at all. She checked Fallout 4 and COD Black OPS 3 and confirmed they aren’t coming into the store. She then checked the web site, went to pre orders and showed me how they were all “Home delivery” Only.
So pre orders can only be done at full retail price plus postage through the web site.
Really wish I didn’t have vouchers about to expire.
