I am going to be signing up to Xero and have noticed in the past there have been offers - either from promo codes or accounting firms passing on their "partner discounts". Can anyone help? Thanks.

usually, you will ask your accountant about XERO, and they will pass on the discount to you. This is in expectation that you remain a client, of course, and get all your year-end stuff done by them.
You can't really benefit from a partner discount and then run away, as your login will be linked to the accountant that set you up.
