I need some assistance. I bought something with that 'spend $100 get $50' voucher a week ago and, for one of the items I purchased, the seller contacted me saying they don't have stock. I've since received a refund to my PayPal account but since the amount was paid with the eBay voucher ($22), the money was then sent to eBay. Has this happened to anyone? Would eBay give me the money as another voucher if I contact them?

I get that if I got something and wanted to return it for a refund, but this is straight up the seller saying they don't have the item.

Yes, I told them the seller was a scam.
At first, she said no, but I insisted on talking to her supervisor.
I highly doubt they will. The T&Cs have a line in them saying they wont recognize this for returns/refunds.
