Next major Steam sale is probably the Winter Sale (Christmas). Next major Valve-sponsored tournament is after that (some discounts around then).

      Can't transfer or give credit to anyone. Can only be used to buy things from the marketplace.

      you can transfer steam credit using the market but there a huge fees on it ~ to transfer $8 you will pay $1.2 in fees (15%) so not really worth it.

It was on sale for $7.49 US late August, the price won't go lower than $7.49 US because that's Valve's sweet spot to prevent hackers (which obviously isn't doing much…). There should be a sale soon enough, when I see it on sale I'll message you.
