iOS - Attachments to Mail Messages

It's finally arrived with iOS 9, but why has it taken Apple 8 years to have this basic feature?
I sometimes wonder why Apple takes so long to have really rudimentary features in their software.
As another example, you can't flag time based reminders on emails in Apple OS X Mail, the way you have been with MS Outlook for over 15 years.
