I am just about to stamp a letter and want to ensure that I put the right amount of stamps on it.

It is still $0.70, but it will go up soon to almost $1.00. Concessional rates will remain unchanged though.
There will also be a two-tier delivery system implemented by Australia Post, where the basic postage rate would provide a delivery service two days longer than current timeframes.
Current delivery timeframes (that is, without the 2-day delay) will incur a postage charge higher than the basic postage rate, even after the basic postage rate is increased.

When I think of whether something is a rip off or not, I always think "would this be a business I'd like to run".
For AusPost definitely not, it's quite low margin, and is reliant on some parts of the business to carry the unprofitable rest.
I don't think people send emails because it costs $1 to send a letter; they use email because it is easy and fast. Even if letters cost 5c to deliver I do not think this would change how most people communicate. Letters are mostly for official documents and occasion cards. Australia Post will only be profitable if it can pick up a big chunk of the parcel delivery services.
