I believe this is part of a free weekend promotion. If you already own the game, you might want to catch up on DLCs.

Note that the GOTY edition isn't complete. It only contains about half the DLCs, the older and free ones. Other companies have this annoying practice of releasing complete and GOTY editions which lack the newer DLCs or when addon cotent is still being produced. Crusader Kings 2 is an example.

    Really not great as a new or returning player, shocking community as well. Steam always seem to be having free weekends and discounts on this game, likely trying to drum up fresh meat for the grinder.

    If your rich and trying to pad your Steam Library or after cards, go for it :)

  Is there any simulation like quality to this, or is it basically a rehash of Payday which seemed to be a shoot em up with token bank robbery mechanics?

  Any new players are in for a ride and not necessarily a good one. Here's a decent forum post on what I'm talking about. I personally have almost 1.6k hours in playtime and while I've had a lot of fun with the game, the developers themselves are something else. I don't plan to buy another one of their products in the future.
