My girlfriend recently had been promoted from a Green P plater to a full license and had promptly paid the cost to upgrade to the full license. Of course, expecting that the license would not arrive any time soon after the payment, she had continued to use the "paper" license that was attached with the notice informing her of her graduation to a full license as a temporary license.
Now, 2 months have passed and her "paper" license is about to expire, so I asked her to call VicRoads to ask them when her license will arrive, or if there had been any issues with sending out the license. They stated that they had sent out the license ages ago and she should have received it by now, and therefore, because she's asking for a replacement, she's being forced to pay a replacement fee of $22.60.
Is this even fair? Considering that a driver's license technically does contribute to some point factor of identification and they didn't even bother to send it through registered/signature on receipt, and now she's going to lose an additional $22.60 for something that she paid on time and has not received.
Does anyone know how she should go about this issue? Or, is it even worthwhile to do something about it? I personally think it's pretty BS that this has happened.
