I called up my mobile service provider, and wanted to terminate my contact, then they give me a 25% discount code for the next 6 month s. Am I allowed to post such codes as a deal? They are not publicly advertised code.

Most are targeted offers, aka you can only use it once.

As long as it works for more than one person, it's okay.
We've had lots of high ranking deals that originated from codes that weren't intended to be used by the public.
If you have a bargain that you're not sure whether it is actually a bargain or not (in this case whether it works for other people) then it's best to make a forum post about it rather than a bargain post.
If they gave you the code in these circumstances, it's almost certainly not going to work for anyone else =[
