As J^2 said, check online but you can be fairly sure that any Woolies near a train station or bus interchange will do recharges.
Some suburban Woolies might only do it at the Tobacco counter, so Town Hall/Wynyard are pretty good as you can get groceries too :)
Disclaimer: This is my experience from the one time I bought credit at a non-CBD Woolies… ;)
