Get it outsourced, look for someone that does hosted Lync or Skype for Business

You'd still need a provider for the SIP trunks anyway so why not outsource the PBX too.
If you want to run a PBX then you could just use any computer or even a Raspberry Pi with Asterisk on it, you could even attach it to a USB dongle to make calls over an unlimited GSM plan if you wanted…
We use Maxo at work with 8 phones for the single 1300 trunk and outgoing calls/IVR etc and they've been great but probably not the cheapest.
Why not outsource the PBX? There are cloud providers. A place I worked at went with Faktortel.
